Supporting Implementation of Bahrain's Universal Periodic Review

 

Support will be provided for the strengthening of capacities for both governmental and nongovernmental bodies, especially capacities for monitoring human rights implementation and evaluation of human rights impacts and results. The project will take a partnership approach, consciously seeking to develop national and international relationships that enhance the effectiveness of its implementation in the short and long term.

 

Expected Results:

  i. Participatory UPR process in Bahrain, including media campaign, led to greater human rights awareness among civil society and national authorities.
  ii. Successful interactive UPR "dialogue in Geneva.
  iii. Adoption with national stakeholders of an action plan on Bahrain UPR implementation.
  iv Development of the Project with UNDP.
  v Support to the Ministry of Foreign Affairs in UPR implementation and formulation of HR database since December 2007.
  vi Development of the Project Annual Workplan which is currently under implementation.
  vii Successful delivery of induction knowledge to Junior team formulated by steering committee’s members from different ministries to support in updating and collecting HR Data within Bahrain.

  Outputs and Achievements:
  2009:
  i. In March, the Project sponsored a three month training program on international, constitutional and human rights law in cooperation with the University of Bahrain. Participants of this program were from the relevant government agencies and NGOs
  ii. In cooperation with the Association of Prevention of Torture (APT) Geneva on 6 to7 of April, a workshop was held entitled “The Criminalization and Prevention of Torture in the light of the Convention against Torture and its Protocol” for the Public Prosecution and Ministry of Interior staff.
  iii. In April 2009, a book by a young Bahraini journalist Ms. Amani Al-Maskati on Human Rights was published. Supporting such an activity comes in line with supporting activities that are focused on Human Rights.
  iv. In cooperation with the World Health Organization, a workshop was held during 13-14 May on Health and Human Rights for representatives of the Ministry of Health
  v. In cooperation with the International Red Cross, a workshop was held during 3-4 June. The workshop focused on the management or prisoners and served as a capacity building activity for law enforcement staff.
  vi. A Progress Report on UPR achievements was prepared in Arabic and English and presented during article six in the Human Rights Council session in June 2009. A Press conference was held in Bahrain to highlight these achievements.
  vii. A workshop on Child Rights was organized in coordination with UNESCO for representatives of the Ministry of Education in October.
  viii. A media training workshop was held for 20 journalists on December 7-8, with training conducted by OHCHR on human rights, international treaties and conventions, reporting on women’s’ issues and responsibilities of freedom of expression.
 
  ix. In November, A workshop on Launching an Inclusive Anti-Corruption Dialogue was held, in cooperation with POGAR, for Parliamentarians and relevant government bodies. The workshop was particularly timely with the ratification of UNCAC currently being recommended within Parliament.
  x. Human Rights Day 2009 was marked with a press conference and reception that included the UN Country team, media, ambassadors, government officials and academia
