Strengthening Civil Society Organizations’ Capacity to Participate in the National Reform Process in the Kingdom of Bahrain – Phase 2

 

Strengthen the capacities of Civil Society Organization for greater participation in national programmes and policy processes, create an enabling environment for CSOs to improve their internal governance, and support the creation of an information base on CSOs in Bahrain.

  Expected Results:
  i.

Civil society capacity developed for advocacy and participation in MDGs, national programmes and policy formulation, implementation and evaluation. This includes a revision of the training programmes currently carried-out by the national NGO center with a view to diversifying training substance based on national development priorities, and facilitating meetings with NGO,s to increase their capacity for policy advocacy strengthening to participate in existing and emerging National Programmes.

  ii.

Supporting the creation of an enabling environment for civil society and organizational development for CSOs to improve internal governance, including a review of the draft CSO legal framework, and developing voluntary codes of conduct..

Conducting a census of CSOs and preparing a CSO strategy

  Outputs and Achievements:
  2008 & 2009:
 
i. NGO training was completed in three areas: Management, ICT, and Financial administration, to strengthen the capacities of NGOs to implement their objectives effectively and to participate effectively in the development process
ii.

Based on NGO assessments, a three year national NGO strategy is being created in order to guide NGOs towards improved internal governance and to strengthen their ability to be active participants in national policy processes

iii. Training of NGOs and media in “MDG Statistical Literacy for NGOs and Media” was conducted in April 2008 to generate greater awareness of the role of NGOs and the media in achieving the MDGs within the national context. The workshop allowed for dialogue between NGO members and media representatives and highlighted many national developmental issues and challenges.
iv. Journalists for Development” Media Network was launched. Media members interested in greater participation in development-related activities and issues established a media network dedicated to creating greater awareness of development issues and greater involvement in development activities. The network also aims to create linkages between media members and NGOs, as well as other entities, particularly the government, involved in the development process.
v. A National Annual NGO Forum will be conducted in 2009 to unite Bahraini NGOs under the umbrella of development and to give a stronger voice to the needs and decisions of NGOs as a collective unit.
vi. Training on Management, Financial, and ICT tools and systems was completed with the participation of a minimum of 7 NGOs. A comprehensive CSO Survey is to be conducted.
