Support to the Development of the National Childhood Strategy and the National Strategy for Persons with Disabilities for the Kingdom of Bahrain

 

This Project will work simultaneously on issues facing two target vulnerable groups in the Kingdom of Bahrain: Persons with Disabilities and on Children. A human rights and development approach to disability focuses on the removal of barriers to equal participation and the elimination of discrimination based on disability. Accordingly, one focus of this Project will be to develop a National Strategy for Persons with Disabilities for the Kingdom of Bahrain. At the same time, it will also focus on updating the Situation Analysis for Children in Bahrain (SITAN) and developing a National Childhood Strategy which will pave the way for nationwide, multi-sectoral discussions on the priorities areas to be addressed.

  Expected Results:
  i.

Information on current situation of Children and National Situation Analysis (SITAN) updated.
The conceptual framework for Situation Analysis for Children (SITAN) will be prepared and endorsed. Focus groups will be created to implement discussions with children and communities after which field reports on the needs and aspirations of children and communities will be drafted. The SITAN will then be drafted, the final document will be endorsed by the National Childhood Committee, and the document will be printed and disseminated.

  ii.

A National Childhood Strategy for (NCS) Bahrain is finalized
The conceptual framework for developing the NCS, as well as the action plan, will be prepared and endorsed. Thematic working groups will be formulated accordingly to work on preparation of the NCS. After discussions with relevant stakeholders and review, the NCS will be approved, endorsed, printed and disseminated. At the same time, the capacities of the steering committee and working group members on analyzing children’s issues will be built within the context of the Convention on the Rights of the Child (CRC) and on devising strategic direction for the well-being of children.

  iii. Information on current situation of persons with disabilities updated and SWOT analysis developed.
A review of the current situation of persons with disabilities in the country will be conducted. Once the data has been collected, a draft baseline report will be produced and shared with relevant stakeholders. Accordingly, a final baseline report for persons with disabilities will be produced.
  iv National Strategy for Persons with Disabilities developed
After national consultations and formulation of the main structure, the NDS Strategy and Action Plan will be completed and presented to the Government of Bahrain for approval.

  Outputs and Achievements:
  2010:
 
i. Developed structure of the National Strategy for Persons with Disabilities (NDS).
ii. Lead consultants recruited in August 2010. Four national consultants also recruited.
ii.

Draft SITAN prepared.

iii. Theme group leaders and teams finalized and commenced work.
iv. The following international consultants were recruited: gender and disability expert, IHRL expert/legal analyst, and campaign and networking trainer.
