i. |
A preliminary
assessment (audit) was coordinated by a UNODC Global
Assessment Programme epidemiology advisor. It sensitized
the different counterparts to the concept and purpose of
a situation assessment. The situation assessment
coordination body was nominated and a general framework
for data collection was proposed. |

ii. |
A training needs
assessment (TNA) mission was conducted by the head of
the West Yorkshire Police training center and an
Intelligence training expert. The main recommendations
were that the training programme be split into four
Phases. |

2007: |

i. |
The situation
coordination body finalized the plan of action regarding
data collection. The UNODC GAP epidemiology advisor
trained the coordination body on all the components of
data collection: (situation assessment organization and
plan of action, principles of field work, sampling
procedures, indirect method of estimation, focus group
discussions, key informant interviewing and field
ethics). The coordination body initiated secondary data
collection and started field activities.

Train the
trainer course and interview technique course was held.
All trainees attained a standard that would give them a
good ‘Basic Training Knowledge’. |

iii. |
Drugs Awareness,
investigation and Surveillance course was held. Fifteen
students completed the training programme. |

iv |
Intelligence
model and analytical techniques course was held in which
19 officers participated. Some of the officers attained
the basic standards required of Analysts |
