Supporting Political Reform in Partnership with the Bahrain Institute of Political Development (BIPD)

 

The newly created BIPD will be one of the main actors in the national effort to create a democratic society and will play a major role in strengthening governance institutions in Bahrain. The project seeks to arrive at the following outcomes: a culture of democracy with popular understanding and appreciation of democratic values; enhanced knowledge of governance norms and standards particularly on human rights; and parliamentary strengthening that produces quality legislation and effective oversight skills to support the governance reform process.

 

Expected Results:

  i. Propagation of a culture of democracy and institution of democratic concepts.
  ii. Provide training programmes, studies, research dealing with legal and constitutional fields for all segments of society and specifically for the following segments:
   
a. Members of the Parliament & Shura Council
b. Municipal Council members
c. Government employees (civil servants), public commissions & organizations and especially the CSOs.
  iii. Disseminate and develop political awareness among citizens in accordance with the constitution and principles of the National Action Charter.
  iv. Support and promote scientific research in political systems and constitutional law.
  v. Support the parliamentary experience through explaining its mechanisms, stating the role of legislative authority in oversight and legislation.
  vi. Support the Municipal Council experience and its role in serving the nation and citizens.
  vii. Establish principles of legitimacy and rule of law.
  viii. Provide programmes related to Human Rights (HR) in accordance with the constitution and principles of the National Action Charter.
  ix. Support HR centers and societies that support the protection of HR.
  x. Teach foundations, frameworks and principles of the contemporary reform programme of the Kingdom of Bahrain in accordance with the constitution and principles of the National Action Charter.
  xi. Reinforce and propagate a culture of dialogue and interchange of ideas. Prepare qualified political practitioners.
  xii Educate citizens on democratic governance concepts and practices including understanding their rights and obligations as well as enhancing people's participation in democratic processes.
  xiii. Training and advocacy programmes on political tolerance and respecting social, religious and political diversity.
  xiv. Training programmes for male and female political leaders on managing efficient and effective electoral campaigns in 2006.
  xv. Enhancing the capacity of Municipal Representatives and MPs in carrying out their roles and responsibilities in the legislative process.
  xvi. Publish a range of reports, studies, tool kits, etc. on democratic governance for public awareness and advocacy purposes.

  Outputs and Achievements:
  2006:
 
i.

A specialized Jordanian institute, a series of lectures were organized on general dimensions of elections and funding mechanisms for campaigning. It also covered ways of conducting an evaluation of the success/failure of a campaign strategy.

ii.

Seminar was held on “The Political and Legal Concept in the Quran” which brought recognized legal and religious figures as speakers.

iii.

Workshop on techniques of campaigning and successful media programmes for political campaigning was held and was open for all members of society to participate.

iv

The Reuters Foundation was asked by UNDP to organize a top-quality political media workshop in November targeting radio, TV, and print media journalists on how to ensure objectivity in news writing and how to write ethically and objectively with a focus on “Elections Coverage” in a fair and non-biased way.
