Enhancing Institutional Capacity for Global Economic Environment and Governance

 

To enable efficient utilization and attraction of international economic activity, the Kingdom is confronted by a series of requirements, some in relation to law and administration and others in relation to policies and position papers pertaining to WTO rounds and FTA agreements. The project therefore aims at increasing the national capacities in effectively handling WTO rounds and FTA agreements. It will provide support in reviewing legislations and regulations, meeting notification requirements, facilitating the understanding of specific issues of particular interest in WTO issues as well as TRIPS and TBT including the Free Trade Agreement and concerns.

  Expected Results:
  i. Enhance the national capacities to meet WTO, TBT, principles.
  ii.

Develop procedures under WTO trips agreement for IP systems of registration consistent with national objectives and international requirements.

  iii. Develop national capacities in preparing WTO strategic position papers in-depth  analysis of FTA's.

  Outputs and Achievements:
  2005:
 
i. Several training and workshops have been conducted for the BSMD Staff.
ii. A detailed report has been submitted on an overall assessment of the standards writing and preparation.
iii. Development of procedures under WTO TRIPS agreement for IP system of registration was conducted.
iv. Reports and Templates have developed on Free Trade Agreement.
  2006:
 
i. A full report was submitted on the Training center Information.
ii. Prepared an Assessment and identification of the government of the Kingdom of Bahrain, to enhance its compliance with the requirement of the TBT Agreement.
iii. Evaluation of applications Guide has been adapted.
iv. A Manual to register industrial designs has been introduced.
v. Presentations and Reports on the Non-Agricultural Manufactures Agreement (NAMA) were prepared and presented.
  2008 & 2009:
  i. A seminar for stakeholders by World Intellectual Property Organization ( WIPO) took place from 3-5 April 2009 which recommended best practices for conducting examinations, processing registrations and the Granting Process for patents
  ii. A field visit to the Turkish Patent Institute took place on 8-13 November 2009 to exchange knowledge and share best practices between Turkey and Bahrain
On 28-29 October 2009 a trademarks to increase the awareness of stakeholders took place in cooperation with WIPO looking at the processes and procedures of trademarks applications from the initial filing phase up until granting
  iii. UNDP has promoted awareness of the project through the dissemination of information to relevant stakeholders, and has facilitated knowledge exchange from the multi lateral trading system, WTO and WIPO.
  iv. Another main achievement of this project has been the upgrade the testing capacities of the Bahrain Standards and Metrology Directorate of the Ministry of industry and Commerce, specifically for low voltage electrical home appliances in view of the priorities of the GCC single entry system. This has been achieved by building upon a fact finding mission in 2008
