Terminal Phase-out Management Plan (TPMP)

 

The TPMP for the Kingdom of Bahrain will result in the complete phase-out of CFCs between 2006 and 2010. The project addresses all remaining legible consumption of CFC with its baseline consumption at 135.441 tons. The project includes training, technical assistance and investment activities. Because of the very nature of the project, it is essential to adopt a flexible approach in the implementation phase to allow the government to adapt and adjust the proposed strategy according to its needs in accordance with related flexibility decisions of the Multilateral Fund.
The TPMP will be implemented through coordinating activities with several national stakeholders and in coordination with UNEP as the cooperating implementing agency. The General Directorate of Environment & Wildlife Protection (GDEWP) represented by the National Ozone Unit is the national focal agency while two other agencies will be involved as national cooperating agencies - Bahrain Society of Engineers (BSE) and Bahrain Technical Institute (BTI).

b. Upgrading testing and identification capacities & Training program for customs authority

Refrigeration Training and Certification

   
a. Establishing national codes of good practice for the servicing sector and promote the establishment of national refrigeration association
b. Develop a national compulsory certification scheme for the refrigeration servicing profession
c. Upgrading the technical capacities of the technical education and vocational training facilities
d. Updating the national educational and vocational refrigeration curricula
e. Training program for master trainers and technicians in the field

Recovery and Recycling component.

TMAC Recovery & Recycling (large workshops) and Retrofit Promotion Campaign.

  Outputs and Achievements:
  2007:
 
i. An international consultant has been recruited
ii.

RFP document has been developed with exact specifications of equipment to be purchased

  2009:
  i. The Recovery & Recycling and MAC servicing equipment have been delivered to Bahrain and training workshops on use of specific TPMP equipment were conducted in March 2009 in a training-for-trainers approach for various technical institutes.
  ii. An assessment report on Phase 1 of the Project has been completed and submitted to the Montreal Protocol for release of the Phase 2 funds.
  iii. Support has been provided towards the training program to be conducted by the Center of Excellence on use of the equipment.
  2010:
  i. An assessment report on Phase 1 of the Project has been completed and submitted to the Montreal Protocol for release of the Phase 2 funds.
  ii. The second tranche of funds has been approved and received.
